2 reasons I can think of...

1) You take every lead seriously until proven otherwise which in an old case may take some time.

2) This person, if he killed her or not, is sick and they do not want him running loose. He may not have commited the crime but he's looking for attention. Who knows what he is capable of. He may have commited other crimes and if he's turned loose will more then likely hurt someone in an attempt to relive his 15 minutes of fame.

He knew details no one did, which means he corresponded with the family or the killer. He knows something. He is either protecting someone or a fanatic that wants to be known for this.

It wasn't the police it was the District Attorney's office. I think they did it because they are very desperate to solve the murder of this little girl. But they didn't think it out. They let themselves get caught up in his game and he played them.
