The California Highway Patrol publishes an annual report on car crash statistics, broken down by state, county, and city. But the most recent one online is for 2004: http://www.chp.ca.gov/switrs/pdf/2004-sec8.pdf.
Check with the CHP for statistics on the number of crashes last month in CHP-patrolled roads in Spring Valley, and with whatever other local sheriff's department or police agencies cover the rest of the jurisdiction.

What do you want to know about them? You could contact the San Diego County Sheriff's Office ... since they patrol Spring Valley.
