One of their workers came and found that there was a clog. They needed to remove the toilet and replace the seal ring. I asked if I would be charged for this, and the workers response was no. A week later I recieved a bill for $110 for labor and the seal ring. I don't feel I am responsible for this bill.

Sweets is right. The cost is your landlord's responsibility; the bill was sent to you in error.

If you are renting then no, it is the landlord's property and HE or SHE is responsible. I would write him or her a letter, include the bill, and send it to the landlord. If however, you damaged the toilet in some way, then you may have another problem and have to ante up some money.

Bad News. You are responsible. Someone tossed something down the toilet to cause the partial clog and it wasn't your landlord. It was either you or a visitor.

Talk to the landlord. If it was just a seal ring, that's on him for sure.

If the plumber pulled something out of the waste pipe that shouldn't have been there (kids' toys, feminine napkins, disposable diapers, etc.) then it will be on you.

You shouldn't have to pay for it as long as you weren't neglectful like flushing something you should really throw away. Talk to your landlord. They are responsible for regular maintenance and up keep. Check your lease.

have you talked to your landlord? might be just a miscommunication of the person sending the bill (secretary) and someone at the company.

check your lease . it's look for me like normal tear and wear situation or you cause this clog by putting something you should not to your toilet.
