is this normal? or should i be worried? i took 28 grams of protein powder in an 8 oz. glass of water.

Yeah, one of the reasons for cloudy urine is excessive protein. However, don't immediately assume this is the sole cause of your problem. It could be that the protein powder may have set off of "topped off" another problem.
You should probably wait until your urine is back to normal and then wait a couple of days and take the 28 grams again. If you get the same result, then you'll known it is the result of the supplement. However, if the problem persists or gets worse I would definitely see a doctor.

Might be an issue of yeast.

Did you happen to consult your doctor before taking this powder?
You might want to visit him/her now, and bring the powder with you so they can get a better idea of the contents.

Quit juicing, man! If you can't bulk up the normal way, excercise. If you just don't eat meat, then eat lots of bananas. They have all the protein you want.
