The short answer is yes. Operating System removal or reinstallation will also remove your programs. (In most cases)
Upgrading your system (From Windows 98 to Windows XP, for example) willl not remove your programs, but some older applications may not function as well as they did before, or at all.
I would recommend you contact a local computer store before you do anything major with your OS or hard drive. Often times they can save your old data when you upgrade or reformat, sometimes they can even transfer your files/programs to a complete new system. Unless you really know what your doing, you probably shouldn't attempt something like this on your own, unless your willing to sacrifice personal data for a learning experience.

You cannot uninstall an OS. The correct way is to format the drive it is on, and start again from scratch.

well you need to define what u mean by uninstall the operating system, if u mean format yeah then everything on the pc will be taken off the pc.
