I was at the preakness last year and noticed in the paddock most of the horses that were walking to their starting places had large wads placed up there. I am wondering if its a racing strategy, or its done to keep them looking clean and neat?

Might have something to do with a drug test. It is illegal to drug a horse, to enhance performance.. It might also be to detect any tampering that might have been done to the horse to make it loose the race.

Which might only be detected through testing of the horse dropping.

I really don't know for sure, the above is only a guess.

Nothing is placed up a horses rearend. What you most likely are seeing is sweat. A white foam between the cheeks.
No drug tests are performed with poop. If they win the race a urine sample is taken. They are put in an area until they urinate, and to encourage urinating a whistler will whistle.

Perhaps to keep the track area neat and clean so that no other animals would slip on the s h i t, fall and break a leg (leading to an early - and tragic death).

Are you certain it's not the fabric they use to braid up the horses tail hairs?

Maybe they dont want the horses to slip on each others poop?
