There are many things to consider, cost being just one factor. Is your mom an avid sewer? Is this for heavy duty sewing or just an occasional mending job?
If your mom is a real sewer, you might want to consult with her first. You can always say you know what a seamstress she is and a friend is looking to buy a machine and you told your friend you'd ask your mom. I know I have certain things I want in a machine that other people might care less about. It can be a very personal thing, almost like buying a car!
If your mom just wants to do mending, sew an occasional costume for the grandkids, etc. then you can probably get buy with one of the models they sell at Target or WalMart. Just make sure it has a straight stich, reverse, and a zig zag at least. The price will be dependent upon the little extras. Don't pay for fancy pants stitches cause she most likely won't use them.
Ask around to your friends who sew, or check out the sewing maching section at your local JoAnns fabric store. They can give you a quick tour of the machines so you know what to look for!
Good luck!

I like all the other responses. You may also want to look through the phone book for a local sewing machine store. That way you can get more attention and ask a ton of question. You may also be ablet o get one with a warranty for repairs. Great gift idea, I want the same thing for Christmas.

First you should find out what kinds 'bells and whistles' your mother would need on a new machine. If she just needs one to mend clothing you can get a very inexpensive one for under $100. but if she is an accomplished seamstress, you probably are looking at $300 and up. However I saw one last week at Wal-Mart for $269.00 that has all the 'bells and whistles' most women would love. ( It even had the on board computer for monograms!)
You are sweet to be thinking of your mom,,, care to adopt another mom? I am available for adoption.......tee hee hee!
