That's like asking, " what do you call the person who either designs rockets or watches them fly away?". That's two different questions, which one are you asking?
Anyone can watch a man sleep. It takes somebody with extensive knowledge of brain function, i.e. a neurosurgeon or psychiatrist to understand what brain waves mean. A psychiatrist might study brains waves, but they'll hire someone else to watch the person sleep. That could be an attendant nurse. In research settings, that could be graduate students. Parapsychologists also study brain waves. Private corporations, universities, and hospitals may all have different titles for the specific jobs in their operations, such as polysomnogram technician or sleep disorder specialist. However neurosurgery, parapsychology, and psychiatry are the principle health care fields studying brain waves.

One of the tests that measure brain waves during sleep is called a Nocturnal polysomnogram. But generally only qualified physicians study sleep. Neurologists specifically study the brain and some of them specialise in sleep disorders.

However there may be other positions within the department that do not require study to physician levels.

I can only suggest you try calling your local hospitals and asking if they have a specialist sleep disorder department.
