I know it's been used in major cities, such as, Chicago, for more than 20 yrs.
I found in the Wipikedia, in 1957, an emergency number was being pushed for reporting fires. In 1967, recommendation was made for an emergency number for all emergencies. And in 1968 the 911 # was adopted, because the numbers are on opposite ends of the keypad.
In 1973 the white house urged nationwide adoption. and in 1999 Bill Clinton signed the bill that designated 911 as the nationwide emergency number.
It's been a slow process. The county I live just recently started using the 911. I'm sure there are still several rural areas that still have not begun using it.

both, as a matter of fact, it has been used for a very long time. i don't really know the origin of it, but i know that there was an episode of the 3 stooges that cracked a joke about it. Something happened to cause them to feel the need to use the number so they all ran to the telephone and Moe grabbed the reciever and said, "What's the number to 9-1-1?" Then he shrugged his shoulders and threw down the reciever and took off running. Anyway 911 has been around a long time. It just has another meaning since 9/1/2001.

Of course, the month of September had one day with the date 11 each year before the attack and still now after it. Also, do you live in a very rural area that does not have 911 emergency service?
