No one invented bacteria. They evolved from simpler life forms billions of years ago.
If you're talking about germ theory, that is often considered to have been proposed by Louis Pasteur. However, the idea goes back much farther than that; Marcus Terentius Varro wrote about a similar concept in 36 BCE. Anton van Leeuwenhoek could also be thought of as one of the discoverers of bacteria.

Nature.
However, the guy who "discovered" bacteria is Louis Pasteur (Yup, inventor of Pasteurization). He's the reason why Doctors "scrub" before surgeries.
However, Anton Van Leeuwenhoek (Yeah, mr Microscope) observed and identified microscopic organsims and "discovered" bacteria.
I gave the recognition to Pasteur because he was the one who co-related bacteria to infection and open a new age in modern medicine.
Both were recognized as the Father of Microbiology.

Bacteria were not invented, because they always existed. Perhaps you meant "discovered".
They were discovered by Louis Pasteur who was a practicing medical doctor in France. He showed that the disease of rabies was caused by a bacterium in the saliva of infected dogs and he then went on to discover the vaccine which prevented the disease.
In his honor, the French government established a medical institute bearing his name.

Hi. I assume you mean engineered bacteria modified from natural bacteria. If not then the answer is time. Time created bacteria.

So if God invented bacteria,so he also invented deadly diseases, like bubonic plague, so God is love? Some idiot is bound to say "Ah no the devil invented the naughty ones!"
( I know not all bacteria are dangerous, we would not be here if it was not for 'good' bacteria they do a wonderful job)

Sorry about that. I was the one who "invented" bacteria. I didn't mean to. It all started at this CRAZY frat party, and well, I won't go into details, but it does involve a donkey, a set of jumper cables, and a subscription to Popular Science magazine.
