Generally not.

The doctrine of "res judicata" (meaning "the thing has been adjudicated') precludes a case from being re-opened once resolved or permanently dismissed.

And because of the Full Faith and Credit Clause (Article IV), the holding of a court in one state regarding a dispute will generally be recognized by all other states.
