Funny how all the sudden he starts calling other countries fascist. Seems all to convenient.

Fascist -- someone who advocates for a right-wing authoritarian hierarchical government, and is opposed to democracy or liberalism.
Bush is a proponent of what is called the Unitary Executive doctrine, which says that the Chief Executive (President) can act without oversight or limitation by Congress or the Courts.

As to why you hear this charge - it's made by youngsters who, when their mommies ask them why they did something bad, answer with something like "Because!".
To make it plain, they are UNABLE to carry on a meaningful discussion about anything of substance. As a result, they resort to throwing verbal bombs. Posters of "questions" and "answers" with that kind of content are best ignored - I don't know that they'll go away but let them play with themselves. They enjoy that best anyway.
