And is ther anything I can do to stop it other than continuing to have to counter with increases to my employees compensation?

If sending unwanted faxes is illegal because it uses my resources to make a sale, why isn't Head Hunting illegal when they use time I pay my employees on my phones? I suspect it's perfectly legal but I wish someone would challenge the practice in a class action suit.

Sure head hunting is legal. Not in the literal sense - with shrunken heads and such, but in the Job Market - placement agents are called Head Hunters. Their methods may be questionable - and as far a your employees on your phones, that is a matter of catching them. You are not paying them to conduct a job search.

The unwanted faxes can be stopped! Go to the FCC web site below and follow the process.

Perhaps it is not more compensation your workers are searching for - but - A better work environment where at quitting time the relief of getting out of "That Hellhole" is not what they are thinking. A sane and pleasurable workplace tends to attract and hold employees..
