Repeatedly open and save the file as a JPEG. It will get smaller each time - and grottier!

Yes. You can use a graphic editor. Windows has a very simple one build into it called Paint. (Start > All Programs > Accessories > Paint)
Open the picture you want to reduce
Click on Image in the menu
Select Stretch/Skew
Reduce the Horizontal and Vertical Stretch size to 50%
If not the size you want, adjust up or down until you get what you want
Save the picture - recommend that you use a new name so you do not erase the filesize version of the picture - also recommend that you set the file type (right under where you type the file name) to JPEG, as files in that format are smaller in file size.

You can also use the open source photo manipulation software GIMP. GIMP is an acronym for GNU Image Manipulation Program. It is a freely distributed program for such tasks as photo retouching, image composition and image authoring. The terms of usage and rules about copying are clearly listed in the GNU General Public License.

The easiest way I know of is to open them up in your favorite graphics viewer and just resave them as a .jpg file. If needed you can probably adjust the compressions ratio. You will loose some information but you should still end up with a decent picture.

Most digital photo programs come with a one-click botton for making pictures small enough for e-mail. Even Microsoft Paint will let you resize pictures. Very simple to do. What program do you have, I'll walk you through it... ~ Rick

If you are talking about the acutal picture you can edit it using Photoshop or Paint. If you are talking about the file size try saving it differently. Example - gif, jpg, bmp...etc
