I ask this because I am trying to piece together all these news articles, video clips, etc. Some show or describe people looting stores filled with a lot of bottled water while other clips show people at the Superdome with no stockpiled water at all.
Was there enough water available in stores, or was it all cleared out prior to the storm? Did the populace prepare themselves well enough, or do they have a hand in the death toll? These are questions I don't ever see asked by the media.
Thank you for your information... hopefully some confirmable statistics if you can (better chance for Best Answer).

If the average was 3gal then that would be six days worth of water if people drank the 64oz per day recommended servings (8 glasses at 8oz each). If this statistic is true, then the standard deviation might be really high, where some stockpiled nothing and others stockpiled a lot. This seems to fit in with pagan_earthgirl and chowderbox's observations.

Annie R: They could stockpile it in their homes if they stayed there or carry the water/food in plastic bags to the Superdome if they chose that route or they could have evacuated if able. I understand that the disabled and elderly had good reason to require city gov't evacuation, but even able bodied homeless guys could beg for some money to get a cheapo gallon or two of water from a convenience store in the three days before the storm hit (if the shelves were still stocked that is).

I watched an interview of a woman at the superdome before the storm hit.
Keep in mind that the city asked people going to the superdome to bring 3 DAYS worth of supplies with them.
She was sitting reading a book, all she had brought was an apple with her and said that "THEY" would take care of everything else.
The death toll was because of the pervasive attitude of those who lived through 10 or more hurricanes before Katrina hit. Nothing bad ever happened. So, why is this time going to be different?
The city of New Orleans is wholly and completely responsible for the safety of its residents, not the federal government, not even the state to some extent. They treated Katrina just like every other hurricane with a "manadatory evacuation" that had nothing to do with mandatory. No plan was in place to evacuate those that could not evacuate themselves.

Personally, I had five gallons of bottled water, and 4 pitchers I filled with tap water before the storm hit, and I filled up the bathtub with water. I was fine. Every hurricane season, I stock up with essentials such as water, food that doesn't need cooking, flashlights, radio and extra batteries. You should see the back of my closet!

Dude,there was plenty of water.
There was plenty of food.
There was "plenty"of warning that a hurricane was coming.
There was plenty of people that rode a many of hurricans out before,and DECIDED to stay for katrina.
There are still plenty of people that lived off the goverment before katrina and want to live better off the goverment after katrina.

Annie, people should take personal responsibility. They should have left when told to, and not have waited for handouts, then complained when they didn't get there fast enough. We have become a country of whiners that can't take care of ourselves!!

Where were they suppose to stockpile it?
What happened in New Orleans was a complete and utter failure of the government (all of them) to protect its most vunerable citizens.
The leaders had been worn repeatedly and for years by engineers about what would happen under these circumstances. The warnings went unheeded.
