Obtain an accurate pressure reading from either a local weather station and adjust for altitude difference or a calibrated barometer.

Loosen the clamps on the glass tube.

Slide the tube up or down so that the top of the mercury is level with the obtained pressure reading.

Tighten the clamps.

You don't regulate it. The weather regulates it!!!
