easiest is Cloud 9 shuttle,
cheapest is trolley,
taxi about $50

trolley blue line to San Ysidro/ TJ. then a cab or walk to the outlets, they also have factory outlets at Veijas Casino in Alpine. alot farther, but better scenery

Ride the trolley, it's the cheapest and fairly easy, just catch the Blue Line.
