Hacking is illegal.
And if the game doesn't have an option to set a timer or one is not set then e-mail a site admin. If your entire table e-mails the site admin and lets them know about this person they will red-flag him/her and watch them.
Stalling is frowned upon in any game

Play games that have a time limit per turn. I don't sit down at a table that doesn't have one and I also set one if I sit down first.
