OH, YEAH. I called them on two former upstairs tenants in my apartment building (who, thankfully, moved out two years ago). A young couple; the boyfriend was military and the girlfriend worked three jobs. Anyhow, on a NIGHTLY basis, they would immediately start yelling at each other the moment she walked in the door. It escalated to physical confrontations and all I'd hear for hours on end was her screaming and hitting the floor. Christ, I must've called the cops on them six times...and not once did the girlfriend press charges. I don't mean to say she had the PHYSICAL ABUSE coming--she didn't AT ALL--but she was very much an enabler and it took my becoming friends with her and getting through that thick skull of hers by telling her she WAS to finally convince her to move out. Four months of hell.

Yes, I have. Where I used to live my neighbors were so obnoxious. They would play loud music late at night, outside their apartment, when me and my family were trying to sleep. All I could hear was a thumping and it was driving me crazy, plus it was going on every night. So, I called the cops to come ask them to turn it down and it worked. They didnt bother me much anymore.

Yes, and if a person or people are causing so much trouble or worse, they need the police as much as you do.

Yes. This spooky freak had my sleeve pinned on the counter at work and telling me that I was going to die. Freaked me right out. He was so drunk too and smelled bad.
