No time like the present. You are afraid of rejection. Everybody is in some way. Look at it this way - If you ask and he declines, you won't be going out with him. Unless he asks you(and he may be too shy also) you won't be going out with him if you don't ask. Same outcome in the worst case - if all goes well, ITS A DATE!!!
You may never know unless you are willing to take a chance.

ask him out when he shows some interest back. if the two of you enjoy hanging out and talk a lot and joke with each other before you start dating it will be less awkward for both of you. you have to eventually take a chance though.
