When I was a teller you could not. I think the answer is still the same today, although the technology exists to do what you want.
Basically, you have a track record at a bank and you cash a check against an account which has the funds to cover the check.
It wouldn't be hard for the banks to be linked and for you to cash the check at one bank that could access your bank records at another bank.
But there is no incentive for the second back to want to cash your check and there is no incentive for the first bank to spend the money on a system that would allow you to cash your check elsewhere.

i would call a few local banks and ask. i believe they will not let you cash a check unless you or the check writer have an account there.
if you have a local bank account, you can cash it there, and take out the money if you have funds to cover the check in case it bounces (that is the bank policy, im not saying your moms check is going to bounce). if you can't cash it at a bank, it would be cheaper to cash it at a grocery store vs. a check cashing place (check cashing places have high fees). good luck.

If it's not a bank where you have an account at you will be charged a fee. You can go to a check cashing location, but there will be a fee there too.

Probably not, you will need to cash it a a bank that you do business at. In the future tell your mom to send money orders or wire the money to you. It's so hard to cash personal checks at banks even the banks that you doing business with.

You would probably need to go the issuing bank first. Most others won't cash it unless you have an account with them. There is also grocery stores. If you have their courtesy card...and even then you may need to make a purchase and use a percentage of the check. (20% maybe?)
