The speed of light is relative to the medium. It slows in different mediums. It is usually measured in a vacuum, but since a perfect vacuum does not exist, hmm.... what a pessimist I am.

The speed of light is constant relative to the observer. If you are moving away from the Sun at half the speed of light, light produced on your ship and the light from the Sun will both appear to move at the same speed. Assuming you make your measurements in vacuum, that speed will be the universal constant, c. The difference is that the light from the Sun will appear shifted towards the red, because your relative motion makes your space-time different from the Sun's. An observer at rest relative to the Sun will see your light as similarly red-shifted.

So yes, there is no absolute reference frame.

There is no general reference frame period. This has nothing to do with the speed of light. The principle is often known as the Galilean principle of relativity, and was known to both Galileo and Newton.

The observation that the speed of light is the same in all reference frames is a separate one, and leads to special relativity.

in doppler effect frequency SHIFT is proportionlal to THE VELOCITY OF THE SOURCE relative to the observer and NOT LIGHT

the speed of light in doppler effect is constant and there is no term as "relative velocity"
