I would generally find out the intrests of each person you are buying the gift for. Then I would either find something rather cheap at the local discount store or at a dollar store. If that doesnt solve your problem you can always buy a gift card to a retailer that may offer something they like. My rule of thumb is always try to buy in the same value as the gift you may have recieved from that person.

Children or adults? What is your budget?
Adult Women---yankee candle sell "tart burners" that melt wax disks. It makes the room smell nice, and comes in many designs. The cost of one of these with a few tarts is about $20-$25 . If that is too much, I know that places like save-on also sell them, but they don't look as nice. Even if you do get them from save-on, be sure to buy the "tarts" (wax disks) from Yankee Candle....it isn't the same if not, and they won't know where to buy replacements
Men--avoid ties, they aren't exactly good. Get him something for his computer or car--or whatever he might be obsessed with . Consider a book regarding his computer, or something to clean his car.
Teenagers -- iTunes gift cards are great for teens if you know that they have an iPod. Teen girls like gift cards to "Hollister", "American Eagle", and "Abercrombie and Fitch". Teens like to shop for their own clothes, so avoid buying those
Kids--You can buy kids, say..9 and under clothing, they won't mind. Toys are great, but are tossed aside within a few weeks. Consider something for their room, or something they can use throughout the year. If they are into sports, how about a soccer ball and goal, a volleyball and net, or a set of pool toys that you can compose yourself?
Hope I helped. If you are going for an age group which I didn't list, or need more ideas, email me.

Oh, been there. For my adult relatives - many, like 20 - I make those brownie or cookie mixes that you layer in a glass jar and tie with pretty ribbons. There are tons of recipies out there, so you can personalize, like chocolate chip cookies for cousin Tim, brownies for Aunt Rachel, etc. Good Luck!

First of all, start drawing names. We've done it for years and it really saves on the budget. Otherwise, make homemade gifts like cookies or bread or something.
