Write it! Make an outline or just start writing. Get it down on paper while you're ideas are still fresh.
Then get a trusted friend or mentor to edit it for you. Keep editing and tightening the story until you get it how you want. Have someone else edit it and repeat. And repeat.
Then you can submit it to publishing houses. Check their websites, they usually have info about sumbitting material.

Just start writing! If you can type quickly and easily, go for it-- it'll make editing faster and easier. Otherwise, pen and paper works fine.
One method that could work well for you if you have a lot of ideas that aren't necessarily organized is this:
Get a tape recorder or any recording device. Just start talking. Then, after you've finished saying everything you want to say, listen to what you said and use that to begin writing your book.
You can even carry a recorder around with you. If you get an idea for your book, you can record it on the spot, or write it down.
There's also things (software and other devices, I assume) that will record what you say and write it out for you. Of course, these things cost money.
God bless you in writing your book!

Develop the characters well. I know this sounds weird, but develop them as if you were profiling a real person.
After character development, try to think of a situation or problem that you can put them in. Don't make it too complex, but don't make it too easy either. Making a story that is too complex will cause you to lose your reader. Making it too simple will allow the reader to foresee where you are going and predict the conclusion.
Plot out your storyline chapter-by-chapter or event-by-event. Be sure to stick to the main plot as much as possible. This will reduce the urge to ramble. The main plot can shift directions and angles and can be like a roller coaster ride!
Hope this is enough to get you started.

I would recomend that you read a book called Writing Down The Bones by Natalie Goldburg (spelling).
Write down your thoughts in a notebook.
Type up your story.
Get the pen moving.
Worry about publishing it when it's good enough, and go to your library, they have a book with all the publishers in it.

when i write stuff, i like to start by coming up with the basic plot, then i write out the basic story by hand, then go through it again, typing it, and adding more details, taking a thesaurus and finding words to substitute for word s like "say", "do", etc.
