In the first place, do you know how to build a PC?
If no, get someone to guide/help you or you can go to the stores and tell the guy what parts you want in your PC and ask him to build using the specific parts you want. Its best not to work it alone from the manual if you do not even have a slight idea on how to build one. You wouldn't want to risk your expensive parts, wouldn't you?
Anyway, you were asking how to start? Here is a list of what you need.
1) A computer case (and a PSU if the case do not have one)
2) A motherboard of your choice
3) Graphic card of your choice
4) Rams of your choice (2 Rams would be better for dual channel as some motherboard support this technology)
5) A sound card of your choice
6) A CD/DVD rom drive/burner
7) A floppy drive (Optional, memory stick and stuffs have taken over floppy, so its not much a use unless you still use floppy disks.)
8) A processor. (Would recommend you to get a AMD processor instead of Intel as its more worth it, in terms of speed and heat generated. AMD Athlon 64 X2 would do the right job.)
In some cases, the motherboard include a built-in graphic and sound, though I would recommend you to buy a external graphic instead of using graphic integrated on motherboard for gaming.
I wouldn't recommend you to spent too much on your PC, a mid-end will do. Its not worth it spending so much on a high-end PC when after a few months you find it worth junks due to manufactures keep releasing new products every few months.

Choose a case, Coolermaster, makes some nice ones. An ATX is a full size motherboard, BTX is smaller. You can save money by building with what was the previous years hot setup as prices drop, like now when AMD and Intel are introducing new models of processors. Graphics card is going to be the most costly item.
ATI and NVIDIA make good ones. Don't buy an offbrand power supply. Enermax, Antec and Thermaltake are good namebrands. Make sure it has plenty of 12 volt amps and watts. Another good idea is to buy some high air flow fans for your case.
