I've never heard of a "Party Cooper". If you mean "Party Pooper", that is someone who spoils the fun, ends the good times, etc. Like when you're goofing off with a friend at work, and your boss walks in and says "Ok, everybody back to work." He'd be a bit of a party pooper.
A "cooper" is person who builds barrels, buckets, etc. back in the old days.

Party Pooper is like a Sad Sack, or a "starched collar..." usually seen as a "kill-joy" or a "buzz-kill." The connotations are that the individual in question lacks any innate senses of spontaneity, humor, or adventure. Simply put, "B-O-O-O, ring!" (boring.)

I think you mean the expression "party pooper", which means someone who doesn't let anybody have any fun, or doesn't want anybody to have any fun or always finds reasons for him/herself not to have fun. Another expression in this same vein is someone who "rains on your parade".
