Pruning the weeping branches should be fine, always prune back to a bud. Don't cut it back below where the straight stem is grafted to the weeping part.

You should just trim it little or cut the dead parts only. Usually these trees don't need heavy trimmings, and if you do cut the big branches, you can kill it. A lot of people think it'll grow back, but it won't. Instead the tree only shoots suckers. Leave this guy alone!

I prune mine in the winter or early, early spring. I also have to cut back limbs touching the ground during the summer.

the other answers are all correct but the optimum time is in early spring just before the leaves emerge, and you can prune back as far as you'd like off the main branches.

Keepsondancing my sentiment exactly let it flourish and only prune if it is danger of becoming top heavy, even then you can stake it.
Happy cherry blossom time!

I wonder why you want to trim it at all? It is a breathtaking tree with a lovely structure - which you will destroy if you tinker with it. Why would you want to change its natural habit?
