Building codes are all locally based. Typically city or county. The place to check is the city/county engineer's office. Also, the fire marshall. Codes can run all the way from non-existant to requiring a licensed contractor to do the install, complete with plans, etc.
The really big no-no is running non-plenum cable through the plenum (ceiling spaces). You should always run plenum-rated cable through the walls and ceiling. Non-plenum should be limited only to the patch cables from the wall to your devices.

Building codes vary from locality to locality. I would be carefull to ensure that you check your runs to see if they run through "plenum" air space requiring conduit or plenum type cable be used.

Don't think so.

But perhaps you should consider wireless if it is a historic building.

Remember cat6 or fibre is better if you are just connecting routers and switches
