The best way to develop speed is to do speed training on the track. The idea is that you run almost as fast as you can, and then jog or walk for shorter distance than you just did. This teaches your body to run fast and recover quickly. There are a lot of different types of speeworks you can do, but here is an example of one: warmup with a slow mile. Then stretch. Run six 200 meters w/ a minute or two recovery in between. Then do four 400 meters with 200 meter recovery in between. Then do four 100's with short walk in between. Finish with a mile cool down and stretching.
Another great way to increase speed is to do hill repeats. Find a hill that is about a block long. Run up it fast and then walk or jog back down. Do this 6 times. Be sure to cool down and stretch afterwards.

the first answer from ,Raymond R is the best for me so far , but just an add - i had some friends who used to run
upwards a hill with a tire ,(the bigger the better,) tied to them . it really is helpful the more pressure on the leg-muscles the better the result after the tire is gone ;)

when you run, make sure your feet kick you butt. This is not a joke. I'm serious, i saw this on t.v. Also, you can practice before the race.

Practice proper running form, move your arms, leg drills, learn drive phase, strengthen your core (very important), run track if you dont already.

diet, runners usually eat lentils, I have no idea why but what you put in your body gives you the energy and endurance you need. B complex vitamins might be helpful also. good luck

start jumping rope and running up and down stairs. best lower leg exercise you can do. helps you get off the gate quicker too.

time your practices & beat your time. Plus, while in the race
focus on 1st person & improve your speed. Think of surpassing
them.

this really depends on what you mean by "race", are we talking 100 meters or a 5k here?
