Most of the effort to incorporate technology into streets/highways is in he form of Intelligent Transportation Systems. Its a sort of linking different aspects together to manage transportation (traffic flow for example).
There are instances of using sensors within bridges to conduct a sort of fatigue analysis but it is not used widely.
There are experiments underway to create more efficient streets using new technologies with old materials. For example utilizing shredded tire rubber in asphalt to replace aggregate (rocks). This can result in a longer lasting road.
Freeze/Thaw: Basically cracks form in asphalt/concrete either from fatigue (cars, the sun, salt, etc...). Water can then travel into these cracks and into small little holes in the asphalt/concrete and kinda lay and wait. Then winter comes and the water solidifies into, your guessed it, ice...it expands but the area is occupies is only big enough for water. Something has to give and pop goes the road.
Extreme Heat: roads and simply buckle under the heat. The asphalt expands in the heat just like a piece of steel. Roads are built with some expansion allowances but they can sometimes be exceeded and pop, buckle = pothole.
Manmade: Driving crappy cars dragging their muffler, or a trailer full of junk and something goes flying, an accident creating a rut that gets expanded with time as cars drive over and over again...
Too Wet:
The answer to roads getting 'too wet' in the rain is attempted to be mitigated by curving the road. Notice how the middle is a 'high spot'? Its intentional to get the water to flow off the side of the road into a drainage ditch or a stormsewer.
Salt:
Concrete works better with being salted than asphalt, tends to hold up better under constant salting. To see this in practice simply visit a northern US state and note the difference in the majority of roads.
There are experiments going underway recently at Ohio State (I think I'm not too sure on that) to create a kind of coating that would include a de-icer thereby melting the snow once it hits the ground and never allowing ice to form.

well salt is used by county city and states that cant afford the liquid de icer and pot hols can be prevented if the road is made good most common place for a pot hole to form is at the seam (seam= the middle of the road or the place were 2 mats pass each other )or at the beginning or end of a mat ( mat = layer of asphalt) but potholes are just something we are gonna have to deal with cause they will happin and the only way to prevent a pot hole is to repave every 5 - 10 years and the only way i know of to keep a road from getting wet in the rain is to build a cover over the road . roads all ready have a crown ( crown= high point in the middle of the road were the seam is on a 2 lane road or the road will just have a slope on it if it has more then 2 lanes) on them to drain the water off the road . And asphalt is getting better they new asphalt going on highways today is called Super Pave it is better because it will resist rutting better and will hold up better under heavy loads and wont crack like older asphalt would in winter or summer time so roads are getting better you just dont even know it

The only way to prevent potholes is to control things like frost heaves, which are the cause of most pot holes. Unfortunately, in order to do that, you'd have to eliminate the frost....not likely.
Otherwise, we'd be looking at a heated roadway, which would melt the snow above, and keep the frost out of the ground.
I doubt we'd be able to afford the cost on our network of roadways in North America.

Heating the road to avoid using salt would require a huge amount of energy. A better bet would be to use a less corrosive alternative to salt - they exist, but many local governments cheap out and use rock salt, figuring they'll pay for the damage to bridges and the like later.

Move to California, we have never used salt on our roads.
I'm sure there is a better way, but it would be so outrageously expensive that they couldn't or wouldn't just because of the cost.
We have cement freeways here with small grooves that keep traction and are engineered to drain water off to the sides and into drains. Of course, it never rains in Southern California.

If the traffic and highway engineers would take all the over head utility lines-electrical, cable, telephone and trench them underground in the beginning of road construction, it would eliminate the eyesores that march down every road in the countyr. And rid the areas of the life threatening telephone poles.
