Vice Presidents only become functional lol when the president dies or is unable to full fill the duties of the office.

Darth Cheney is terrifying, but he is intelligent, coherent, capable of planning and coordinated action, and a fairly strong leader in his own right.
Quayle is frightening, in an "OMG we chose that?" kind of way, and I believe was chosen merely to ensure that nobody would ever assassinate Bush I, because that would leave Quayle in charge.
