Actually, grass roots was more of a political movement or political design. Here is the definition from Wikipedia:

"A grassroots political movement is one driven from below by the fundamental constituents of a community. The term implies that the genesis of the described political movement is natural, even spontaneous, and imposes a dichotomy between this and a movement orchestrated from above by traditional power structures."

"Grassroots democracy is a tendency towards designing political processes where as much decision-making authority as is practical is shifted to the organization's lowest geographic level of organization. The principle is that for democratic power to be best exercised it must be vested in a local community instead of isolated, atomized individuals. "

I know the term "Grass Roots" was a hippy/naturalist movement away from urban life.
It refered to their new city free naturalist lifestyle....
No Idea about the other one.
