No because the store manager is not part of a law enforcement agency. The police, however, must contact the parents, and have them present, before questioning the minor.

the manager doesnt get to ...the police do. the minor cant leave until a parent picks them up. the manager only gets to tell the police what happened

No. They can be questioned with out an adult.
Since they did an adult "act", by stealing an item, they are to be questioned by the LAW.
Now, they can be questioned by the Store, if the Store isnt going to be pressing charges, but, if they are, then they should be questioned by a Police Officer present.

store manager can't question them all they can do is call the law. The law will contact the parents.
