1. The glue isn't dry yet.
2. The inside of the bottle may have a special coating to it.
3. The bottle material may be specifically picked so that it doesn't stick (no chemical reaction) to the bottle.
4. The bottle is normally designed to let only a certain amount of different types of gases through it (oxygen, nitrogen, etc).

It does adhere to the bottle to some extent. . .glue is sticky but it is not until it dries that it actually holds two objects together. If you glue two pieces of wood together, you can pull them apart while the glue is still wet. When it dries, the objects are fused together. Because the glue is in a sealed container, it is not exposed to air and therefore does not dry out. If you've ever left the top off a container of glue, you'll see that eventually, the glue does "stick" to the container once it dries and hardens.

Most glues have to DRY. as long as it is a liquid
it hasn't very much sticking ability.

Some plastics won't let anything stick to them
Polypropylene and polyethelyne are two that are very difficult to glue together.

it hasn't begun to dry yet. t's really not much stickier than, say, hand soap, at that point.

the plastic of a glue bottle is also a material that standard glue won't stick to.

besides, who scrapes it off of the insides?

It needs to be exposed to air in order to cure (stick).
