Boy several things about this bother me... inexpensive, and last minute.
I can buy that you might not have a lot money, in which case, TIME and EFFORT become the gift. (Such as, a hand crafted book of photographs of your dates, and emails and letters and cards and your favorite memories.) You can do inexpensive things without spending much money, but they often require THINKING AHEAD and planning ahead. O.o
See, stopping by the gas station like That 70's Show doesn't denote any thought, feeling, or sacrifice (whether that's time or money.) So what you've basically already said was... I forgot the date of the anniversary... or I put it off because it wasn't really important... (unless you have some very good reason like, somebody died!)
So now you'll have to find some way to make up the fact that you chose not to spend any time OR money on her. What else is there? Some semblance of sentiment maybe. Maybe you can plan a date, with a band or something, and request they dedicate her a song, and take her there to dance, along with a less expensive boquet.
Maybe you can, I don't know, afford to go to the dollar store, spend a few bucks on some note paper, and spend a half hour thinking of little things to write and say, and place them around town at each of your favorite places, or write on them something you love about her, that leads her from one to the next.
Maybe you can afford to go to the grocery store and hand cook her a three course gormet meal, set to some of her favorite romantic music. Or pack it to go in a picnic, and find a reclusive, romantic place outdoors to spend it. (Becareful of bees, noise, too many people closeby, etc.)
Maybe if you know her well enough, you can plunk down a certain amount of money for a few hours of a class you know she's been wanting to do, like Ballroom dancing, or rock climbing/yoga/couple counseling maybe?!!?, whatever interests her personally.
And even WALMART has diamonds for sale for what, $40? (And it's NOT that she expects you to spend a ton of money... but she does expect you to act like you value her, hopefully MORE than the cost of a tank of gas. *lol*)
And if you plan on spending any less than that... well I hope you at least show her affection REALLY well. AND let's hope she didn't bust it all out on you, and really spend some time or money on a gift for you......
EDIT: Don't forget the power of a deep tissue massage. Either by you, or at a spa. (I have a lady at the chiropractor who does a 30 minute/$30 unbelievable session. A lot of places will do smaller sessions for an affordable price. And it's still very effective.)

Cook a romantic dinner(pasta is always pretty inexpensive) you could do a picnic theme on the floor with a blanket...or maybe go for cocktails at a nice place where you can sit outside then go back and cook dinner

It has got to be the send the kids round the parents ( if you have any) and just put the evening aside for the two of you,, a bottle of wine (or two) and a takeaway, turn the television off and turn the music on, dim the lights and see what happens

you could send ur partner some flowers, have a nice candle light dinner with a good soothing music playing after that you can give each other body massages, and take a bath together

What was your first date? You could go there. You could get her something that is symbolic of three years of commitment. You could drive somewhere romantic, picnic, and ask this person to marry you all over again. Good luck and may God bless.

Have a candlelight dinner prepare for when they get home. (Make sure everything is tidy) Go for some ice cream and take a stroll around the park.

anyhoo, are you guys married? you can take her back to the place where you propsed, like if it was at a resturant or a nice
