The main point is what percentage does not have a picture id? Can one get by without a picture ID?

ummm... I am registered to vote and don't have a voter ID card, and I can vote with no problems. I've actually never even seen a voter ID before or have I had to show my picture ID to vote, but I am from a very small town.

Believe you only need id if your first time voter, changed addresses or party. Rent receipt and utilities bill will substitute for photo ID in PA.
