Ok this is what you would wanna do. Search for a prgram called "wavepad" and download it. It's a free audio editing program. Then you can't take song from your computer and cut them into whatever ringtone you want. Then go to a website called funformobile.com or.net or if it doesn't come up right away then search for that one too. But you should be good and on that website you can upload the song to your phone. The only thing I think your charged for is download it from the net. That price is all on you service provider, but at least you wont be paying for the ringtone and the download.

It's really hard but can be done
Assuming you want a real music track as a ringtone
you need to get it as an MP3 (easiest) and use the data cable \ software issued with your phone to transfer from your pc to the phone. or Bluetooth.
You can 'rip' the music off a cd you own do a web search for 'CD Rippers Freeware", this should help, alternatively you will have to find a free site to download the track from. there are some out there (cant remember off hand) but just keep trying, I'll dig one or two out and get back to you
Try
http://www.yourmp3.net/
here is a 'donate' button, but dont worry, just right-click on the "Download" text and save as
