Recommended study time?

They say that for every hour you spend in class per week, that you should spend more hours studying. I know its a ratio but im not exactly sure what it is. So i have 14 hours of class per week. So how many hours should i spend studying minimum?

1 hour in class should equal 2 hours study. Though, it's quality not quantity when it comes to studying for me.
