when he was drinking it...he seemed to be saying things as if he was repeating things others had said if they were under the cruciatas (sp) curse.....i thought that they might be spirits from those that voldemort had tortured

I think it is a potion that makes the drinker suffer terrifying hallucinations similar to a Muggle having a bad trip on acid or other hallucinogenic drug. I don't think that Voldemort thought that anyone would die from drinking it. Even Dumbledore wouldn't have been able to drink as much as he did without Harry's assistance. Voldemort probably set it up so that the person would suffer, then have that thirst that would lead to them drinking water and having to deal with the Inferi in a weakened condition. That would keep them from reaching his Horcrux and actually make it harder for the next person to reach because they'd join the Inferi.

i think it was to disorient the person from being able to withstand the dead people in the water, the draining of energy, and crossing the boat again with the horcrux *if* it was a powerful enough wizard..which was why dumbledore needed an underage wizard w/ him, so the boat wouldn't detect harry. i guess it could be something else, but knowing voldemort, like he said, it wouldn't be to KILL the drinker, but to make him so weak enough that when voldemort came to question the wizard who got thru all the enchantments....
i wonder how jk rowling is going to explain how voldemort knew or didn't know that R.A.B had stolen the og horcrux.... ? i highly doubt voldemort would have so many enchantments and not have one that alerts him that someone walked into his booby trap...

I think it was some form of drug or poison made to disorient the drinker to the point of forgetting what they are there for and falling in to the lake and becoming one of the dead bodies in the water.

it's some form of alcohol in its pure and undiluted form i think.also,D's symptoms seems to be in line w. excessive drinking, only he's not doing it for fun.Dumbledore's dead for d rest of Potter fans out thr. dun get ur hopes up in book 7. ms rowling said it as plain as night.unless it's a time turner stint to bring him 'back'.d green stuff is to weaken whoever/kill even. D didn't die cuz he's powerful, anyone else be killed immed.

I haven't really thought about that. Maybe it is something to make him live forever, to protect him...?!?.
