Can you create your own postcards, and then stamp them? Any rules?

Yes, you can make your own. I've made dozens of postcards from photos, cereal boxes, etc. The can't be much thicker than cereal box weight, and they must be somewhat flexible - you can't make them out of lightweight aluminum, for example.

The rate for a standard sized card is 24 cents, but oversized cards take letter postage - 39 cents. Very small cards are not mailable. For maximum and minimum sizes, check http://www.usps.com - or just make your homemade card the same size as a standard USPS postal card (pre-stamped card); the ones they sell with pictures of regular stamps on them are sometimes oversized.

It's 24 cents at the moment. You can make your own, but they should be the same size as commercially made postcards.

When I was there a couple years ago, stamps to the U.S. cost 1.50 pesos (3 pesos is about equal to a dollar). It may have gone up a little since then, but it shouldn't be any more than $1 USD.
