Yes in most cases. All the property owner has to do is call the police to have the citation issued. Handicap parking violations and stop sign violations are are two laws that are enforceable on private property in most jurisdictions.

I would hope so. The owner of the property has designated the "closer spots" for people that can't walk very far. To park in them and not be handi-capped is morally wrong and just pure lack of respect for others. Who knows.....you or a member of your family, may be handi-capped tomorrow and that handi-cap spot you need so badly will have a little red sports car parked in it and driven by a perfectly healthy person.
