I'm originally from Indiana - so I can tell you. I grew up riding these things.
Now, first of all, make sure it's a MOPED - which means that it has PEDALS. A scooter is different - it doesn't have pedals, and it's considered a motorcycle as a result.
With a moped, you don't require a license. It must be plated and registered, but no license is required, because you can pedal it, thus it is a pedestrian vehicle - like a bicycle.
If you have a scooter, you must have at least a learner's permit to ride it, and it does have to be plated and registered as well.
Good luck! Wear a helmet!
