The library has a code of conduct and a librarian can be summoned to insure he adheres to same. If he refuses I believe he can be forcibly removed by local law enforcement.

Is he doing it on purpose? Maybe the guy can't help coughing in a library full of dusty books. If he makes that much noise and destroys computers,how come the staff don't challenge him.......unless YOU are the head librarian,looking for answers?If not,use the library at a different time....and stop calling people freaks.He's just a serial cougher
