My guess is that he got the password or you left it logged in as administrator and he accessed it from there...???

Most of the above is quite correct - the Windows password system does not offer any real security. You will need to look for a security tool on top of windows. One cute trick is to encrypt the hard drive; PGP is good for this, but pricey I think, about $200; some people speak highly of TrueCrypt(free), but I am not familiar with that. However PGP will encrypt the entire disk, operating system included and I don't believe TrueCrypt has that capability. Once encrypted all the data cannot, under any circumstances, be accessed, by anyone, without the passphrase, well maybe the NSA.

most likely he got in through the admin account that appears when you boot in safe mode. to prevent him from doing it again go to user accounts in control panel and set a password for the account also, he may have guessed or has watched you type it in.

Very easy to bypass and remove--

Only way to be sure he can't get on is with a physical lock. Anything on a computer that someone has physical access to can be bypassed. It'd be definitely harder if you installed some security software like in the first link. Plenty of others are available as well.
Biometric security is available as well (usually reading fingerprint), 2nd link for one.

Try asking him..... If you can't get a straight answer you have more issues than PC passwords to straighten out...
