If everything wrong has to take place then what is d need of officers deputed to check over offence/voilation?

If everything is determined then there is no "need" for anything. The "need" implies choice, will and decisions to act. In a determinist universe only descriptions are valid. So no "need" of officers, but their existence and action has been pre-determined just as much as the wrongdoers.
