to puff = to breath out in a short sharp manner
to blow = to blow air out (generally in a heavy manner)
in combination, these two indicate a manner of talking which is mostly empty but noisy. e.g. "so much puff and blow"
It can also mean hard work: "let's give it some puff and blow lads!"

well it means to inhale and exhale like when u smoke weed u puff puff and pass , otherwise u r cheifing and thats not good.
