parts per million...its used to calculate the amount of dissolved substance in a liquid usually water... like if i say the carbon content is 1000 ppm....it means for every million particles of water there is 1000 particles of carbon...for every million molecules of water there is 1000 molecules of carbon and so on it goes...

Indeed it does stand for parts per million.
Think of it as a measure of things much smaller than a percentage could describe.
e.g 1% = 10,000ppm
0.1% = 1,000ppm, etc
Its really just a smaller scale measure for when percentage is just too big.
