Use boiled, distilled water.

Boiling water has much less oxygen (fish can't live in it if it is too hot for lack of oxygen). It is the oxygen and impurities that cloud the water. Try this...fill two ice cube trays with water, one with regualr water, the other with water that is boiling hot. When they are both frozen, you'll see the cubes that were made with the boiling water are extremely clear clear. If you're looking for perfection, you'll have to use boiling distilled water.

An ice-cube starts freezing from the outside. This means that gases in the water gets trapped inside the ice and can't get out. It is these gas bubbles that make the ice look white.
To make clear ice you need to shake the water just before it freezes and probably while it freezes, to get this gas out.
An other way is to freeze water in very thin layers. Wait till it freezes and then add another layer. This is kind of how they do it industriously, they use a very cold plate , so that the ice only freezes in one direction, so that the gases don't get trapped inside the ice.

Water molecules realign themselves when they freeze. (That is why pipes burst) Since water freezes at the surface first, any dissolved air trapped in the water gets squeezed out creating the "white" inner part.
Hook a vacuum pump up to a bottle of water, and the dissolved gasses will be expelled as the pressure drops. (Just like a fizzy carbonated soft-drink) After freezing, it should be all nice and clear. It's just trapped air. Bon Appetite!

If you passed the water through a filter under vacume that would degas the water.

A cheaper way would be to heat the water to remove the gas then freeze it.

Basic chemistry is that cold liquids store more gas than hot liquids.
