You have a clogged fuel line or a bad check valve.If the gas tank is under the seat,MTD/ Briggs uses a one way check valve.This prevents the gas from syphoning back out of the carbs float bowl.
The check valve is a red circular diaphram like device the simply splices in line of the rubber fuel line.It should be right near the engine.Lowes and The Home Depot should stock this.Make sure you put it back in the correct direction!

If gas is flowing through the line, then you have a blockage in the carb. That is the only possible cause for the carb not getting fuel. The slightest particle can block a jet in the carb.

A riding mower requires no diptubes in the tank.... if this engine is gravity fed (fuel getting to the carb sounds good)
There is a big thing on the bottom of the carb (has two wires out of it, one positive, one ground (neg.) You'll hear (should now) a faint click when you turn the key..... they are not cheap to replace.... a old dirty trick is to ground the needle in it down...., its basically a fuel shutoff valve..... but its epa mandated (keeps that little bit of fuel from reaching the cylinder when you shut the engine down)
IF it has no solenoid.... stuck fuel float, and or clogged main jet.

Some of the newer carbs have an electric operated valve located at the bottom of the float bowl. Look and see if yours has a wire leading to it or maybe yours is not connected. Power is needed to make this valve open and fuel will flow.

'S possibility, and that's not a bad concept because Sheila would love another shot at Lauren. Plus Sheila did ball Tom Fisher, but if she got pregnant she didn't tell him so all that stuff about Tom abusing Ryder's most likely not true. Sheila is crazy and dangerous, but she wouldn't hurt her own child. Not to mention that she did this to Mossimo baby surprise, so this wouldn't shock me.Though the last I heard was that Sheila's headed to California to give her old pals The Forresters a shake up visit.

if your engine has a fuel pump then take the fuel line off at the carb fitting & crank the engine. you should have gas pump out if not then replace the fuel filter & pump.

Probably the fuel pump (diaphram) is defective except you say "new carb" in which case it almost has to be a cloged fuel filter(in the carb inlet) or the carb is maladjusted.

I had a similar problem with a golf cart and did all the suggestions posted here. The problem turned out to be the uptake tube in the gas tank had worked loose and was laying in the bottom of the tank.
