Registering a domain name is not free. You have to pay a yearly fee to have one. Ranges from $5-$15 per year.

Sometimes when you buy a webhosting package, you get a free domain as a bonus.

There are some really weird subfixes will allow you a 'free' domain but you have to promise to have a high traffic to your website, or they take it back. just not worth it.

you can buy a name for 2 years for about £20 ($39)

then you host the website on freewebs dot com
